Which criteria define the trust levels of registration for natural persons (VSRN)?

Three criteria, each rated per level: identification of the natural person (IDN1 to IDN4), handover of the authenticator (delivery level 1, 2, 3, or 4a/4b) and renewal or replacement of the authenticator (CN1 to CN4).

VSRN Identification Handover of the authenticator Renewal / replacement
1 IDN1 1 (simple delivery) CN1
2 IDN2 2 (secure delivery) CN2
3 IDN3 3 (personal delivery) CN3
4 IDN4 4a (with activation process) or 4b (hand-over in person) CN4

The three criteria cover the three moments where a fake identity could slip in: who is this person (identification), did the authenticator reach them and not someone else (handover), and is that still true years later when it is renewed or replaced. By the weakest-link rule, a perfect identification at IDN4 is worth only level 1 if the smartcard is then sent to any self-declared address.
