What is a data delivery agreement (Datenliefervereinbarung, DLV), and between whom is it concluded?

A DLV is the agreement between the person responsible for a data source and the person responsible for the IAM that fixes what data is delivered, how, in what quality and under which responsibilities and data-protection rules.

Data source owner and IAM owner both sign the data delivery agreement; its content splits into governance, data and a technical annex

* The DLV binds the two owners; the technical details go into an annex. *

Every path in the integration process, quantitative or qualitative, ends with the same two steps: find the person responsible for the data source and conclude a DLV, then set up the technical connection. The order matters: first the parties agree, then the bits flow.

Why a formal agreement and not just an interface? Because the IAM depends on the source without controlling it. The source owner decides when HR enters a new hire, how a department is named, when the system is migrated. Without written commitments, the IAM has no grounds to demand timely, correct data, and the source owner has no idea that fifty applications rely on their records. The DLV turns an informal dependency into a defined service relationship with named responsibilities on both sides.

In IAM terms the source plays the role of an attribute provider, which the Swiss IAM glossary eCH-0219 also calls a Datenlieferant (data supplier).
